OATS for all NMS Stocks Phase-in Schedule

The effective reporting dates for National Market System (“NMS”) Stocks other than NASDAQ-listed securities will be implemented according to the following schedule:

All NMS stocks

 

While firms may elect to report all NMS stocks beginning on October 17, 2011, only those securities required to be reported within each phase will be subject to all OATS matching processing. Securities reported prior to their phase-in date will, however, be subject to all context and syntax rejection validations. All repairable rejected order events related to phased-in securities received on or after the phase-in date must be repaired. FINRA will not require firms to repair rejected events in securities related to orders received prior to the individual security’s phase-in date.

 

For example, a Cancel Report for the security NBY, with an Order Received Date of October 17, 2011, that is rejected by OATS for Rejection Code 3020-“Cancel Report is for an order that does not exist in OATS” must be repaired because the Order Received Date is the same as the date the security NBY was first required to be reported to OATS. A Cancel Report for the security IBM, with an Order Received Date of October 17, 2011, that is rejected by OATS for Rejection Code 3020-“Cancel Report is for an order that does not exist in OATS” would not have to be repaired since order events for the security symbol IBM are not reportable to OATS until November 7, 2011.

 

As noted above, OATS match processing (including inter-firm routes, exchange routes and order trade matching) will not be done for securities prior to their phase-in date. Firms will only see match statistics on the OATS website for securities that have been phased-in. Rejection statistics will be available for all securities, although firms will not be required to repair rejections related to securities that have not been phased-in.
