Holiday Reminder Regarding TRACE Market Data

 

In observation of Independence Day, the TRACE system will be closed on Friday, July 4, 2014. As stated in the data feed interface specifications, FINRA may send out unmarked test data via its data feeds on market holidays. Direct data feed subscribers, including recipients of TRACE data via the Bond Trading Dissemination Service (BTDS), Agency Trading Dissemination Service (ATDS), Structured Products Dissemination Service, and/or 144A Bond Dissemination Service (144A) feed(s) should take the necessary precautions to prevent data corruption. 

 

Please be advised that the TRACE system will close early on Thursday, July 3, 2014 at 1 p.m., ET.  See the table below for a schedule of modified hours (these hours also apply to BTDS/ATDS). Note: New issue information pursuant to Rule 6260 must be submitted by 1 p.m., E.T.  Thank you for your attention to this matter. ORF Hybrid Securities to Move to TRACE

 

FINRA reminds firms that on Monday, June 16, 2014, specific “covered hybrid securities” will move from the OTC Reporting Facility (ORF) to the Trade Reporting and Compliance Engine (TRACE). Please see Regulatory Notice 14-23 for specific details and a list of the specific covered hybrid securities that will be moved from ORF to TRACE.

 

On Monday, June 16, 2014, these securities will be reflected on both facilities’ daily list, as deletions from ORF and as additions to TRACE.

FINRA Updates Subscription Agreements to Include 144A Data

 

As previously discussed in Regulatory Notice 13-35, FINRA will launch the 144A Dissemination Service (144A) on Monday, June 30, 2014.

 

In preparation for the new feed, FINRA has updated its Subscriber Agreements to include 144A data. As the 144A data is a separate fee-liable data set, Retransmission Vendors should require existing subscribers to acknowledge, or resubmit an updated Subscriber Agreement if they wish to receive this new data set. All future subscribers are required to sign the most recent version of the Subscriber Agreement prior to receiving permission for the real time data. Vendors are also required to report 144A access by using the updated Usage Reporting Form.

FINRA Updates the TRACE Vendor Agreement

 

FINRA has updated the TRACE Vendor Agreement to clarify various definitions and to prepare for the dissemination of Rule 144A transactions. You can also view the changes in the red line version.

 

As previously discussed in Regulatory Notice 13-35, FINRA will launch the 144A Dissemination Service (144A) on Monday, June 30, 2014. Similar to the Bond Trade Dissemination Service (BTDS), Agency Debt Trade Dissemination Service (ATDS), Structured Products Dissemination Service (SPDS) data feeds for corporate, agency and structured products debt, respectively, 144A will disseminate via an IP Multicast channel real-time last sale data and transactions for TRACE-eligible securities issued pursuant to Rule 144A.

 

Firms that currently subscribe to BTDS, ATDS and/or SPDS and that are interested in subscribing to the 144A feed must complete and execute a new Attachment B. New firms must complete and execute the vendor agreement and submit it to TRACE Data Services.
