Electronic Fingerprint Processing Report/Queue Enhancements

The implementation of Electronic Fingerprint Processing (EFP) resulted in several changes to firm Fingerprint and Accounting Reports as well as the Firm Notice Queues

 

A new registration status of "Approved Pending Results" was implemented to better track an individual’s fingerprint status during the processing cycle. The "Approved Pending Results" status was added to the "Approved Individual Registrations Queue," the "Individual Snapshot Report" and the "Individual Roster". Also, firms now receive their fingerprint dispositions, including CHRI, electronically in their "Fingerprint Status Received from FBI Notice Queue".

 

There are several other changes to Accounting Reports/Downloads as a result of EFP. These changes are:

 

  • The Fingerprint Card Processing Fee appears as a split fee (FINRA/FBI) at different times in the card process cycle. The firm is assessed the FINRA Fingerprint Processing Fee when FINRA receives the fingerprint card and posts the Receipt status to Web CRD®. The firm is assessed the FBI Fingerprint Fee when FINRA receives the FBI results (dispositions) and posts the dispositions to Web CRD. Firms should be aware of how the FINRA and FBI Fingerprint Card Processing Fee appears when reviewing their Accounting Reports.

  • Billing codes for fingerprint charges have been added to the applicable Accounting Reports and Downloads.

  • The "Account Activity Report" and the "Firm Accounting Download" has been updated to reflect the following:
    • FINRA assesses firms a fee when firms provide FINRA with a copy of a Civil Applicant Response Sheet or CHRI (or comparable documentation) from a fingerprint card that was processed by a self-regulatory organization (SRO) other than FINRA so that the FBI results may be posted to Web CRD. FINRA will record the results in Web CRD as either RECP (processed with no CHRI) or as RECR (processed with CHRI).

  • The "Fingerprint Illegible Cards Status Report" has been retired.
