Candidates with Limited English Proficiency (LEP)
FINRA provides candidates with Limited English Proficiency (LEP) additional time to complete a FINRA-administered qualification examination or Regulatory Element Continuing Education (CE) Session provided they follow certain protocols. Candidates with LEP are persons who do not speak English as their primary language and have limited ability to read, speak, write or understand English. Please note that this LEP request process replaces the process formerly referred to as English as a second language (ESL). Refer to Information Notice 8/1/12 for further details.
Effective September 1, 2012 LEP candidates and their sponsoring firms, or unsponsored (U10) candidates who want to request additional time to complete a FINRA-administered qualification examination or CE session must:
With this new process, test center personnel will no longer accept written requests by candidates for additional time based on LEP or because English is a candidate's second language, and they will no longer be authorized to provide additional time to such candidates.
LEP-eligible candidates will receive an additional 30 minutes for an examination that is up to two hours in length, and an additional 60 minutes for an examination over two hours in length and for any CE session. Misrepresentation of a candidate's LEP-eligibility may result in a disciplinary action or proceeding against the firm and/or candidate by the sponsoring organization (i.e., the self-regulatory organization, state or bank regulator), as appropriate.
