NASD Appoints Diane E. Carter as Senior Vice President, Human Resources
Washington, D.C.—The National Association of Securities Dealers, Inc. (NASD®), today announced the appointment of Diane E. Carter as Senior Vice President, Human Resources.
Ms. Carter will be responsible for all human resources and organizational functions for NASD, NASD RegulationSM, and The Nasdaq Stock MarketSM, including recruiting, employee relations, compensation, benefits, human resources information systems, training, and service quality functions. She will report directly to Salvatore F. Sodano, Executive Vice President and Chief Financial Officer.
"Ms. Carter will be a valuable asset to our senior executive team as we take on the exciting challenges that face us over the next months and years," said Sodano.
Most recently, Ms. Carter served as both Vice President, IHS Compensation, a corporate staff position; and Vice President, Symphony Human Resources, a line Human Relations position; at Integrated Health Services, Inc., of Ownings Mill, Maryland. In her corporate capacity, she was responsible for the design and implementation of all compensation programs for the 60,000-employee national healthcare company. This included analysis of base pay, short and long term incentives, bonus plans, and creation of job evaluation and salary administration programs.
As Director, Human Resources, at Symphony Health Services, Carter held responsibility for managing human resource functions for the 8,000-employee division. Her functions included policy development and administration in compensation, employee relations, training and development, and recruitment. Ms. Carter was a member of the management team charged with the selection and implementation of a new Payroll/HRIS system for this rapidly-growing company. Ms. Carter also consolidated 15 acquired companies into one platform of HR policies and procedures and redesigned compensation programs for rehabilitation and mobile ex-ray business lines.
Ms. Carter received her Bachelor of Science degree, magna cum laude, from the University of Connecticut in Storrs, Connecticut in 1975.
