To Members Regarding 2000 NASDR Fall Securities Conference Remarks

November 21, 2000

Dear NASD Members:

I want to take this opportunity to share with you my recent remarks at last week’s NASD Regulation Fall Securities Conference in San Francisco. During the conference, I had the chance to speak to approximately 700 attendees, from NASD member firms and others in the securities industry. For those of you who were unable to join us, we have placed this text on the and Web sites for your convenience.

Having been on board as an officer of the NASD for about three weeks, I took the chance afforded by this conference to discuss my views on securities regulation. This included some of our strategic initiatives, such as review of our rules in order to minimize unnecessary burdens, use of technology to streamline the examination process, and offering our regulatory services to markets and regulators in the U.S. and abroad.

I hope you will have time to read the speech. I would very much appreciate receiving any comments you might have on it; feel free to e-mail them to me.

I intend to continue to communicate with my friends at our member firms on these issues and others. I look forward to working with you. Please contact me and/or members of the NASD/NASD Regulation staff when you have comments or questions.

With best wishes for a safe and happy holiday season,

Robert R. Glauber
