Upcoming OATS Educational Offerings
NASD is offering a variety of educational programs over the spring and summer to assist firms with the implementation of OATS Phase III. These programs will include events covering general Phase III information relevant to all OATS reporting members as well as events designed specifically for smaller firms that plan to use the new Phase III Reporting Tool in the OATS Web Interface.
OATS Open Houses
NASD OATS staff will host a series of open houses in Washington DC to provide firms with an opportunity to hear updates on Phase III, receive guidance on firm's compliance and supervisory obligations, obtain information on the new Phase III Reporting Tool, and ask questions of the staff. These open houses are free of charge. Each open house will include a presentation on general OATS Phase III issues followed by a question and answer session. The second part of the program will include a demonstration of the new Phase III Reporting Tool. Finally, staff will be available throughout the event to answer questions.

OATS Phase III Reporting Tool
In conjunction with OATS Phase III, NASD is enhancing the existing OATS Web Interface to add new functionality and improve usability. The new Phase III Reporting Tool has been specifically designed with the goal of reducing significantly the electronic recording and reporting burden for small members. As firms may be aware, NASD has granted an exemption from the OATS recording and reporting requirements for a period of six months to members meeting specified criteria. During the six-month exemption period, NASD will be evaluating the new OATS Phase III Reporting Tool to determine whether it reduces significantly the electronic recording and reporting burden for small members. The availability of an effective OATS Web Interface reporting tool will be a major factor in NASD's decision to grant exemptions after the six-month exemptive period expires. For this reason, NASD strongly recommends that members granted an exemption test the new Phase III Reporting Tool. The following events are open to all firms to help them evaluate whether the new Reporting Tool may be an effective reporting tool for them in the future.
To help firms understand the new Phase III Reporting Tool, NASD staff is offering Phase III Reporting Tool Demo Road Shows in selected cities. As stated above, these events are designed for smaller firms with limited order volume.
