Dear Small Member Firm:

On behalf of the NASD Small Firm Advisory Board (SFAB), I am writing to update you on the progress made by the SFAB and NASD staff over the past year on issues that are of importance to you.

During 2003, Vice Chair Lou Denton and I, as well as several other SFAB Board Members, continued to attend a number of NASD receptions held for member firms. We were visible as attendees and speakers at many NASD conferences. NASD also launched in 2003 the Small Firm Best Practices Conference Series, and I attended the inaugural event in Chicago in September. We joined many of our colleagues from small firms in speaking at these sessions as well, and we have heard from many people that having the chance to exchange best practices with colleagues is one of the most valuable parts of these events.

As we did last year, the SFAB and NASD staff have put together a list of items that we recognize as particularly important to the small firms in the securities industry. These are items upon which the SFAB and small firm members have been and in many cases will continue to focus in the coming year. Of course, I will continue to keep you updated during the year as we make progress on these and other issues, and as there are important announcements of which you should be apprised.
