On January 11, 2016, FINRA published updated versions of the OATS Reporting Technical Specifications and Market Maker Reporting Specifications to support the Tick Size Pilot data collection efforts. On Wednesday, January 20, 2016, FINRA will hold an industry call and WebEx presentation to discuss these documents and other recently published guidance.

FINRA Publishes Updated Tick Size OATS and Market Maker Reporting Specifications
FINRA has published a new edition of the OATS Technical Reporting Specifications dated January 11, 2016. In response to industry comment, the OATS Reporting Technical Specifications have been updated to reflect the elimination of the requirement to report away executions and to move the location of the Retail Investor Order Flag from the New Order Report to the Execution Report. FINRA anticipates filing an amendment to its proposed Tick Size Data Collection rules to reflect these changes. All changes reflected in the January 11, 2016 edition of the OATS Reporting Technical Specifications will be available in CT on February 22, 2016 and will be in production beginning April 4, 2016.
FINRA has also published a new edition of the Market Maker Reporting Specifications dated January 11, 2016. This new edition includes technical submission updates and contains unique identifier changes as reflected in FINRA's Tick Size Data Collection rule filing. In addition, FINRA has published a set of Tick Size Market Maker Reporting FAQ.
Additionally, FINRA has published the file format for the Tick Size Pre-Pilot Data Collection Security Daily List and Change List.

Tick Size Pilot Data Collection Date Moved to April 4, 2016
In light of the SEC’s order exempting FINRA and the other SROs from implementing the Tick Size Pilot until October 3, 2016, and the resulting delay in the data collection start date until April 4, 2016, FINRA has moved the CT and Production dates for the OATS Tick Size changes until February 22, 2016 and April 4, 2016, respectively. The OATS Reporting Technical Specifications have been updated to reflect these new dates. In addition, FINRA has published FAQ on the OATS Tick Size reporting requirements. These OATS Tick Size FAQ can be viewed at http://www.finra.org/industry/tick-size-pilot-oats-data-collection-faq. A new test date and additional information on the reporting requirements for Tick Size Market Maker transaction data will be announced shortly.

FINRA Files Tick Size Data Collection and Quoting and Trading Rules
On November 13, 2015, FINRA filed proposed rules with the SEC governing the data collection requirements for FINRA members with the NMS Plan to Implement a Tick Size Pilot Program (Plan). FINRA also filed proposed rules governing the quoting and trading requirements of the Plan. BATS Exchange, Inc. has also filed similar proposed rules governing exchange member requirements for both the data collection and quoting and trading requirements of the Plan. FINRA’s rule filings may be viewed at http://www.finra.org/industry/tick-size-pilot-program. Also, on November 6, 2015, the SEC issued an order exempting FINRA and the other SROs from implementing the Tick Size Pilot until October 3, 2016. This delay extends the data collection start date until April 4, 2016.
