Technical Notice

Update: FIX Format Changes

December 13, 2017

In a technical notice posted on Monday, December 4, 2017, FINRA stated that starting Monday, March 5, 2018, a change to FIX Tag 22007 would be required (Execution Time) in order to more accurately process execution time during Daylight Savings Time (DST) changes. This update affected member firms’ transaction reports for all FINRA Multi Product Platform Products (MPP), including TRACE, The Over the Counter Trade Reporting Facility (ORF) and The Alternative Display Facility (ADF).

In response to member firm feedback, FINRA will not proceed with these changes to FIX tag 22007 as outlined in the previous notice. FINRA recognizes the concerns for making these changes in the announced timeframe and is investigating alternate solutions to allow for proper conversion of the date/time during daylight savings time that minimizes the impact on member firms. A new FINRA technical notice will be posted outlining any proposed changes once a solution has been decided.

Because the changes outlined in the December 4, 2017, notice will not be deployed on March 5, 2018, the following FIX Specification versions will remain in effect until further notice.

  • FIX for CA version 1.3a
  • FIX for SP version 1.7b
  • FIX for TS version 1.3
  • FIX for ADF version 1.5
  • FIX for ORF version 1.6
