TBA CUSIP Algorithm Expansion
On April 1, 2011, CUSIP Global Services (CGS) announced plans to expand the current TBA CUSIP algorithm for TBA (To Be Announced) mortgage-backed securities to cover new product types, including interest-only mortgages, adjustable-rate mortgages (ARMs) and Delegated Underwriting and Servicing (DUS) pools, among other products.
The algorithm for the expanded TBA coverage is available on the CGS website.
The new reporting requirements for TRACE-eligible asset- and mortgage-backed securities take effect on May 16. At that point, TRACE-reporting firms should use the new generic CUSIPs when reporting TBA transactions to TRACE. See the TRACE FAQ for additional information.

New Consolidated Agreement to Access FINRA Transparency Facilities
In an effort to simplify the administration of and to streamline participants’ access to FINRA’s equities and fixed income transparency facilities, FINRA’s existing participant agreements have been consolidated into one agreement, called the FINRA Transparency Services Participation Agreement (FPA). Beginning March 22, 2011, all access to and use of FINRA’s transparency services facilities will be governed by the FPA rather than the individual participant agreements. Pursuant to the terms of the individual participation agreements, posting of the FPA serves as notice of this change and all participants who access one or more of the facilities following its posting will be deemed to have agreed to and accepted the FPA. No substantive legal or business changes were made during the consolidation of agreements.

DTCC to Retire RTTM Interface With TRACE in 2011
DTCC announced on December 22, 2010, plans to retire the RTTM-TRACE Interface during the fourth quarter of 2011. Prior to the retirement of the RTTM-TRACE Interface, FINRA will modify Computer-to-Computer Interface (CTCI) TRACE message formats for corporate bond and agency debt trade reporting. In addition, FINRA will make corporate/agency trade reporting available for firms through the Financial Information eXchange (FIX) protocol.
FINRA and DTCC will work with NSCC participants and service bureaus to ensure firms' direct integration with TRACE prior to retirement of the RTTM-TRACE Interface.

Reporting Church Bonds
Effective December 1, 2010, FINRA will establish a unique FINRA identifier for a class of TRACE-Eligible Securities commonly known as Church Bonds, in cases where such bonds do not have an S&P-assigned CUSIP. Securities with the FINRA identifier will be added to the TRACE Issue Master, thus enabling TRACE reporting of transactions in these securities. Please note that Church Bonds that have an assigned S&P CUSIP number should be reported to TRACE using the CUSIP number or the corresponding TRACE Symbol.
The nine-digit FINRA identifier will start with FNRA and be followed by four alpha-numeric positions and a check digit, for a total of nine positions (e.g., “FNRA00003”). The FINRA identifier will be populated in the “CUSIP” field of the TRACE Issue Master and the TRACE Daily List.
Please note that the TRACE Daily List published on December 1, 2010 will not contain these Church Bond issues, but new issues of this type of security will be included in the Daily List going forward.
A transaction in a TRACE-Eligible Security that is a Church Bond that has not been assigned a CUSIP or a TRACE symbol that is affected on or after December 1, 2010, must be reported in accordance with the Rule 6700 Series and will be subject to all fees in Rule 7730.

TRACE Order Form
The online TRACE Order Form available through the Firm Gateway is being modified to reflect TRACE system changes. The revised form will be available in February 2010, and until then, TRACE participants may only use the current online form to submit requests for Corporate Bond data. Firms that require access to more than Corporate Bond data prior to February 2010 must use a PDF version of the TRACE Order Form to request entitlements to the data. Once the revised online TRACE Order Form is available in February 2010, entitlement requests to all TRACE data will only be accepted online.
TRACE participants are strongly encouraged to submit their TRACE entitlement requests as soon as possible.

New Effective Date: Reporting ABS to TRACE
FINRA issued Regulatory Notice 10-55, which establishes a new effective date of May 16, 2011, for reporting of Asset-Backed Securities to TRACE and related rule changes.

Changes to TRACE Invoice Process Effective August 1
Beginning August 1, 2010, a threshold of $100 will apply to invoices for usage of TRACE for the January through May and July through November billing periods. That is, all charges accrued during a monthly period (plus accruals from any prior periods) that fall below $100 no longer will generate an invoice for that month. Rather, the balance will be rolled over to subsequent months until the threshold is reached.
However, for the June and December billing periods, all invoices will be generated and mailed, regardless of the amount accrued. Invoices with balances greater than $100 will continue to be generated monthly.

Updated TRACE Order and New Issue Forms—Available in the FINRA Firm Gateway
In preparation for the March 1, 2010, expansion of TRACE to primary market transactions and agency debt securities, FINRA has updated the online TRACE Order and New Issue forms available through the Firm Gateway.
Please note that the PDF version of the TRACE Order form is no longer accepted for TRACE system entitlement requests. Participants must use the online form.
Underwriters should use the updated TRACE New Issue form to submit new issue information to FINRA, as required by FINRA Rule 6760.

Existing TRACE Web Users
Existing TRACE user IDs are not affected by the system change and maintain their current level of service.
Current TRACE Web users can submit agency trade reports without updating their entitlements.
However, existing users who want to add Time & Sales data for agency bonds, which is disseminated separately from corporate bonds, must submit a change request.

Effective December 29, 2008, the Mylan Laboratories, Inc. 1.25% convertible bond due March 15, 2012 (TRACE Symbol MYL.GE) will be listed on NASDAQ. Accordingly, FINRA has removed the bond from the TRACE Issue Master with effect December 29, 2008 and over-the-counter trades under this security should be reported to the appropriate FINRA Trade Reporting Facility (TRF) starting on that date.

BTDS Modification to Include Inter-Dealer/Customer Trade and Side Identifier
Effective November 3, 2008, FINRA will modify the Bond Trade Dissemination Service (BTDS) to include an identifier on each TRACE-reported transaction identifying it as an inter-dealer or customer trade, as well as the Side (buy or sell) on customer trades.

TRACE System Modification to Support Trade Reporting of Equity-Linked Notes
On February 22, 2008, FINRA issued a Trade Reporting Notice stating that member firms must report to TRACE transactions in equity-linked notes (ELNs) that are not listed on a national securities exchange. Effective August 4, 2008, TRACE will be modified to accept trade reports of ELNs that trade in shares as units and executed at prices that are an absolute value (i.e., dollar amount per share).

Holiday Reminder Regarding TRACE Market Data
In observation of the Independence Day, the TRACE system will be closed on Wednesday, July 4, 2007. As stated in the data feed interface specifications, NASD may send out unmarked test data via its data feeds on market holidays. Direct data feed subscribers, including recipients of TRACE data via the Bond Trading Dissemination Service (BTDS) feed should take the necessary precautions to prevent data corruption.
Please be advised that the TRACE system will close early on Tuesday, July 3, 2007. See the table below for a schedule of modified hours (these hours also apply to BTDS). Note: New issue information pursuant to Rule 6260 must be submitted by 1pm E.T. Thank you for your attention to this matter. Important Notice for TRACE CTCI Users
Please be advised that NASDAQ will be closing their Trumbull data center and transitioning to their New York area data center, effective June 2, 2007. Member firms and Service Bureaus that trade report to TRACE using CTCI are required to use new IP addresses and test connectivity prior to June 2nd in order to connect to the new data center. TRACE Web users are not affected by this change.

NASD TRACE User Acceptance Testing Scheduled for March 17, 2007
NASD will implement changes to the TRACE back-end system on March 26, 2007. Firms that report into TRACE are encouraged to participate in the UAT to test connectivity and trade reporting functionality. Please refer to NASDAQ Technical Update #2007-006 for additional details as well as registration procedures for participation in the UAT.

TRACE Trade Report Alerts
NASD has added trade report alerts to the TRACE Web site. Effective Wednesday, January 3, 2007, TRACE Web users will be able to request and view interdealer trade report alerts that may represent unreported trades, erroneously reported trades, or duplicate reported trades by both your firm and firms reporting against you. The purpose of this feature is to alert users to these possible discrepancies so that they can investigate and correct them, if necessary. The alert data is refreshed at intervals throughout the day and firms are encouraged to review their alerts on a frequent basis.

Effective Tuesday, January 2, 2007, the firm Pershing LLC will be changing their PERT market participant symbol for fixed income reporting only.

Real Time Trade Matching (RTTM) Phase 1
The Production User Acceptance Test conducted on Saturday April 30, 2005 was successful. NASD and NSCC have determined that the secondary test scheduled for Saturday May 14, 2005 will not be necessary and the Monday May 23, 2005 Phase 1 implementation will proceed as scheduled. NASD would like to remind NSCC participants that the NASDAQ Testing Facility (NTF) will continue to be available for RTTM testing Monday through Friday 8:00am to 1:00pm ET.

A new submission form to comply with Rule 6260 has been posted on the NASD Web site. This revised form contains all the pertinent information required to submit new issues. Underwriters may use a different format to submit new issue information (e.g. term sheets) as long as all the pertinent information as required in the new form is included in a concise manner. Phase 3 Additional Issues for Dissemination
This is a reminder that the second stage of implementation of Phase 3 dissemination will be effective Monday, February 7, 2005.
Dissemination pursuant to NASD Rule 6250 will include transactions in certain TRACE-eligible securities that are subject to applicable dissemination delays as well as immediate dissemination of transactions of $1 million or less in Non-Investment Grade TRACE-eligible securities that NASD determines to be infrequently traded. For additional information regarding dissemination, members should refer to Notice to Member 04-65.
Firms are reminded that the new daily CUSIP list format will be effective 6 a.m. EST on Monday, February 7, 2005. View the Issue Master being added for dissemination.
TRACE members and vendors will receive dissemination updates on the Issue Master, which is available each morning.

TRACE Reject Scan
NASD has added reject review to the TRACE Web site. Effective Monday, August 30, 2004, TRACE participants will be able to view review rejected trades. The site can also be used to reprocess rejected entries. Attached is an addition to the User Guide that details the new functionality. NASD introduces a new report - the TRACE Operations Report - to aid firms in preparing for the changes in TRACE reporting requirements scheduled to take effect on October 1, 2004 (30 minutes) and July 1, 2005 (15 minutes). Users currently registered to access the NASD Report Center will automatically be given access to the new TRACE Operations Report.

NASD Proposes Permanent TRACE Fees: SR-NASD-2003-157
NASD has filed with the SEC a proposed rule change to amend NASD Rule 7010(k) relating to fees for the Trade Reporting and Compliance Engine (“TRACE”), and is seeking permanent approval of the TRACE fee structure prior to the expiration of the pilot program for fees on January 31, 2004. Notice to Members 03-36 - June 2003
On October October 1, 2003, the amendments to Rule 6230 reducing the time to report a transaction in a TRACE-eligible security from 75 minutes from the time of execution to 45 minutes from the time of execution take effect. See NtM 03-36 (June 2003).
NASD is publishing guidance on the resubmission to TRACE of rejected transaction reports and the reporting of bonds with par values other than $1,000. The guidance on resubmission of rejected trade reports takes effect on October 20, 2003. See new NtM 03-58 (September 2003).

Methodology for Determining the TRACE 50 Composition
The TRACE 50 High Yield List contains the 50 high yield bonds that are subject to dissemination currently under TRACE. The TRACE 50 High Yield list is determined, and revised periodically using a methodology developed by NASD that takes into account a number of factors set forth in Rule 6250(a)(2), including industry grouping, trading activity, and quantity of bonds outstanding. The methodology was recently revised and improved after consultation with NASD's Bond Transaction Reporting Committee. On July 14, 2003, a new TRACE 50 High Yield List became effective. High yield bonds were retained, added to, or deleted from the TRACE 50 High Yield List using the revised methodology. These 50 bonds are now the only high yield bonds that are subject to dissemination under TRACE. NASD staff expects to revise the TRACE 50 high yield list approximately every quarter, so that the 50 high yield bonds that are subject to dissemination each quarter are fully representative of various active, high yield bond issues and sectors.

TRACE 45-Minute Reporting Approved Effective October 1
On June 18, 2003, the SEC approved amendments to Rule 6230 of the TRACE Rules reducing the current time frame for submission of TRACE reports from 75 minutes to 45 minutes, effective October 1, 2003. NSCC has publicly committed to supporting 45-minute reporting for firms reporting via the NSCC interface, and firms utilizing this method of TRACE access should prepare for submission of 30-minute batches. NASD staff intends to recommend a further reduction of the TRACE reporting period to 15-minutes by mid-2004. Please refer to Notice to Members 03-36.
