Upcoming FINRA Board Meeting

December 8, 2025

The FINRA Board of Governors is holding its final meeting of the year this week. 

  • The Finance, Operations and Technology Committee will review FINRA’s 2026 budget.  
  • The Regulatory Policy Committee will:
    • consider a proposal to provide member firms with enhanced tools for senior investor and fraud protection;
    • consider a proposal to permit the use of electronic delivery of information to customers as a default;
    • consider a proposed exemption for collective trust funds from the IPO allocation rules;
    • receive an update on FINRA’s rule modernization initiative, which was launched as part of FINRA Forward, a series of projects to further improve our effectiveness and efficiency; and
    • discuss FINRA’s 2026 Annual Regulatory Oversight Report.

This last item—the Regulatory Oversight Report—is a key resource for member firms with insights from FINRA’s regulatory operations programs, including findings and best practices. The 2026 report covers 21 different topics, including cyber-enabled fraud, senior investor-related issues, generative AI, and much more. We will share it with you tomorrow, much earlier than in the past, in response to member firm feedback.
