Having used leveraged long & short funds for several years I can honestly say that they have helped me make small capital gains while hedging against market volatility. During a recent Nasdaq sell off, losses in long stocks were compensated by the shares of SQQQ that I own. WTI oil has been volatile lately. Scaling out of UCO's as oil rises & simultaneously scaling into SCO's, and making inverse sales & purchases when oil drops has allowed me to safely trade somewhat balanced positions. I'm not wealthy, but I do know what I'm doing with leveraged etf's.

My years of experience in trading make me qualified to invest "high" leverage and "high" risk index of stocks. Raising additional barriers to entry different types of investments runs a serious risk of exacerbating economic inequality. Public knowledge of investing topics has increased dramatically over the last few years as access to the market has improved for general public. There will always be those who choose riskier investments and there will always be those who choose safer investments, but it should be left to the public to inform themselves and make their own investment decisions.
