Stock Retail Comment On Regulatory Notice 21-19

Stock Retail
N/A

Hello, I will keep this as respectful as possible, and please understand, many of us retail investors are feeling EXTREMELY frustrated with blatant fraud in the marketplace. I'll bullet out a few things I'm shocked by which indicate what is hard not to translate as intentional lack of controls and transparency. I can bucket my requests into two simple terms: 1.) Controls and 2.) Visibility. 1.) In the 21st century, the fact each individual stock "unit" doesn't have a unique qualifier is asinine. I worked in supply chain and understand how to keep inventory. I also worked directly with controllers/accountants and understand the value of financial controls. This is step 1. If an individual stock cannot be DIGITALLY tracked and accounted for, we fundamentally do not have a correctly functioning or controllable market. I ask in the strongest terms you consider legitimate GAAP financial controls of individual stock certificates and use modern technology to do so (eg blockchain or other robust data tracking techniques.) 2.) Regarding visibility: We in retail would like to have readily accessible data WHICH IS NOT SELF REPORTED but rather automatically driven and externally auditable which would include but not be limited to: A- Total LIVE shorts on a stock B- Price points of shorts sold C- Shares available to borrow D- Average, max, and min of cost to borrow shares E- Calls and Puts which are hedged vs not hedged and how may total shares are actually held against calls/puts (% hedged) F- Institutional and insider positions clearly articulated G- Which exchange (or dark pool) short transactions were executed on and timestamps for transactions H- Total shares held long, total shares sold short and total shares outstanding vs actual shares issued (this should reconcile!!!!) I- raw data available for analytics and visualization tools to "slice and dice" Thank you for taking the time to solicit comments. This is of utmost importance. It is critical you address controls and visibility to restore trust in the marketplace.
