I am extremely disturbed that regulators want to limit my ability to choose financial instruments. The contributor (public) should be able to choose the right investment for their individual situation NOT the regulators. Public investments should be available to all of the public, not just the privileged. This smacks of Government thinking they know better than the individual.

I shouldn't have to go through any special process like passing a test to invest in public securities, like leveraged and inverse funds. If I have the funds to be able to use purchase the funds it needs to be my decision to invest in these funds. I can speak and write English I don't need the Government to assume I'm incapable of reading the risks involved. Leveraged and inverse funds allow me the opportunity to expand my portfolio and at times use them to dampen the volatility of the underlying securities. If you limit my abilities to use these funds you will keep all but the high net worth individuals to reach above their existing income levels. Most unfair.

I strongly urge you to quash this proposed regulation. We are regulated more than we need. And, this would be much more unneeded suppression of the 99%.
