The only thing this rule does is protect the investor/white collar class and restrict the freedom of small investors that have an education, such as a double major in banking and financial institutions (like me), but not cooperate sponsorship nor high net worth. They're going to have all of the resources to meet those requirements, which means they're most likely to be irresponsible, since it's not their money. Please do not change these rules in this way.
