Richard Howe Comment On Regulatory Notice 22-08

I, not regulators, should be able to choose the public investments that are right for me and my family. Public investments should be available to all the public, not just the privileged. I am capable of understanding leveraged and inverse funds and their risks. Leveraged and inverse funds are important to my investment strategies. I cannot buy puts in all my investment accounts. Inverse funds are the only way for me to play the downside in the market, without them I would have to go to cash and sit and wait for the market to turn back up. And leveraged funds allow me to minimize risk with minimum investment. Since they return multiples of the market movement, I don't need to sell everything to minimize risk. I can sell a few things and maintain most of my porfolio while offsetting risk with a smaller dollar investment. In the same way all information needs to be made public to prevent insider trading and to provide for a fair public market, ALL investments should be available to ALL participants to provide fair and equal investment opportunities.
