I believe it is the investor's right to participate in any open and public investment. It is up to the investor to decide what is appropriate risk for oneself. Public investments should be open to all of the public, not just the privileged! Leveraged and inverse funds are important to my investment strategies! I use them as a hedge for my portfolio and to enhance it! Limiting the use of them will negatively impact my entire portfolio!
