Leveraged ETFs allow me to take a little more risk being offered by market returns. This is an important tool to allow me to earn a slightly higher return in a low risk manner (because I am buying the market) vs buying individual stocks.
There is no need to regulate Aggregate Stocks. I use Spiders to avoid paying for Mutual Fund Service fees. I want my Investment funds simply to track Market Index.
Please keep it to the decision of each individual investor whether to have the risk or not.

Anyone that has a brokerage account should be able to buy and sell any public traded stock or etf. It is up to the investor to evaluate the risk not up to regulatory groups. Please continue to allow personal trading as a person sees fit to do for their own situations.

For 10 years, I have held ProShares Ultra-pro short and Pro-short Funds. If you disallow investors from buying these funds, the value of these funds will evaporate since very few will be buying them. So I won't be able to sell them. I will lose everything. I appreciate your intentions and agree with them to some extent, but a sudden drastic refusal to let them be traded will severly
I believe that I should have the right to invest in leveraged and inverse funds. I am an educated investor who reads, studies, and backtests the stock market. Leveraged index funds are an appropriate investment for me and my risk tolerance and these funds should remain available to the public
I am very much opposed to restrictions on investing in leveraged and inverse funds. These funds are the average investor's only way to protect himself/herself in market downturns. An individual's potential losses in these funds are limited to the amount of the investment made as opposed to actual shorting of securities where losses can be far greater than the investment made
Please allow qualified investors to invest in the manner they see fit.
Stop babysitting adults and let each person be responsible for their actions.

One thing you can do is to not allow people to short equities unless there is an uptick.
Some genius killed that rule, creating a lot of havoc in the market.
Take care of things that helps the market be stable, not blocking people
Comments: The Brokerage firm clearly stated the risk associated with the leveraged ETF and the warning before the trade that the risk is understood and also the Risks associated with the ETF which could amplify gains or losses and the intended use for short term as well as the long term returns will not match the underlying index performance.
