Investors such as myself should be able to invest in leveraged funds without needing special processes or tests. Leveraged funds should be available to public regardless of education or net worth. Leveraged funds are far more safe investment vehicles when compared to stock options or cryptocurrency.
Leveraged ETFs are among the safest and least complex ways for a small personal investor to hedge and/or take on more risk; other options, such as investing in particular individual stocks to micromanage the risk in your positions is much more error prone for the average small investor in comparison.
These Investments were considered when they came out as just that .. INVESTMENTS . To take them away from traders like me and many others would be SCANDELOUS . Traders that purchase them know Full Well that there is just as much Risk in them as there is by purchasing a Stock like Boeing .
As a small individual investor I frequently use leveraged and/or inverse funds. I have for years and am aware of the additional risk involved in using such investment vehicles. Usually I use these funds to take advantage of short term market trends. To suggest that some special knowledge, other than reading the prospectus, is absurd. For 10 years, I have held ProShares Ultra-pro short and Pro-short Funds. If you disallow investors from buying these funds, the value of these funds will evaporate since very few will be buying them. So I won't be able to sell them. I will lose everything. I appreciate your intentions and agree with them to some extent, but a sudden drastic refusal to let them be traded will severly

I am very much opposed to restrictions on investing in leveraged and inverse funds. These funds are the average investor's only way to protect himself/herself in market downturns. An individual's potential losses in these funds are limited to the amount of the investment made as opposed to actual shorting of securities where losses can be far greater than the investment made
