Hello FINRA, First, off thank you allowing public comment on the need to better regulate options and trades involving short positions and shorting instruments. Please let ask a simple question: If Failure to Delivers on the Threshold list can be satisfied with borrowed shares, who is the owner of the settled delivery? Why have a Threshold list at all if it is ignored when the settlement period is
I understand the value of short selling. I understand it is a mechanism to root out unsavory characters that may be using subversive tactics to artificially prop up a stock/ security, however I do not understand why, in 2021 we as retail investors do not have access to the same information at the same time as institutional investors? how is that a free market? again its 2021 and we have internet
Increased visibility into market activity. Retail investors cannot be kept at a disadvantage to institutional investors. It's not a fair market if we aren't playing the same game, with the same tools and the same information. Dark pool trading needs to be limited to specific use-cases if not removed entirely. No high-frequency trading. Short positions should be disclosed and those
For the markets to be a truly capitalist vehicle, all data available so some must be available to all. SEC Rules mean nothing to these large firms because the penalties are not severe enough to matter. The relatively small fines for violating the laws of the US and the rules of the SEC are simply the cost of doing business for these firms. It is public knowledge they budget these things into
Every share needs to be tracked. Every share should easily be accounted for and able to be located. If we are going to allow for share lending then only allow for the share to be lent once. Every order should be delivered T+2. If a fTD occurs there needs to be a steep penalty/fine ex: 10x cost penalty. Every short position should be updated with FINRA daily. Self reporting is a joke and
I believe increasing the frequency of reporting would be extremely beneficial, transparency is one of the things that needs to be improved in many aspects in regards to the stock market as a whole. As of right now it is very difficult to find any accurate information on a variety of topics such as mergers, algorithms, the relationships between brokerages and hedge funds etc. short interest and
I do not want to sound uneducated or stupid, but I think that there a lot of shady dealings going on in the stock market and I'm afraid that this will effect my portfolio. Please make all short positions be reported. Do we need dark pools? yes! but I wanna see that information too. We all want a free and fair market. I'm not here to be a financial patsy, for crying out loud gas is like
I am invested in many stocks that I feel have naked shorts in them. I strongly suspect that I even own some in $AMC. I do not feel the market is fair if this is allowed to happen. It gives already very rich entities an extremely unfair advantage in trading. I would feel a lot better about investing more money in the market if I knew that criminals were not just fined, but held accountable in ways
I think all reporting of shares shorts etc should be reported on a daily bases to all with alot more emphasis on stoping manipulation, including making dark pools ilegal and getting rid of them, also making fines more appropriate to the crime instead of pocket money fines, I ve been involved in the US stock market for a year now and all I ve seen is market manipulation which should be against the
