Module 2: Futures Contracts is intended primarily for securities professionals as an introduction to the basic concepts and terminology of futures. In general, FINRA will require that members administer the content of Module 2 to securities registrants, although firms employing dually-licensed persons (i.e., persons registered with a broker/dealer and an futures commission merchant or introducing broker), may not need to administer Module 2 to such persons.
January 14, 2005This notice provides guidance to firms regarding OATS reporting requirements for orders where a customer adds additional shares to the order after it has been fully or partially executed. NASD understands that some firms will allow an order to remain open after it has been executed in anticipation that the customer may add additional shares later in the day.
FINRA Rule 7470 contains a provision that permits FINRA to grant exemptive relief from the OATS reporting and recording requirements for manual orders in certain circumstances, for example, where reporting of such information would be unduly burdensome for the member or where temporary relief from the rules would permit the member to avoid unnecessary expense or hardship (in the form of additional time to achieve compliance).
