It does not make any sense to try and make it harder for the common man to invest in the very vehicles designed for them in the first place. An ETF was originally made by Morningstar to make it so anyone could invest without having to have extensive knowledge or even actually knowing about investing. And now you want to undermine this? Doing this would cause massive shareholder panic and possibly liquidate my investment. The market is based on perception today, and a fund that is difficult to buy into is one that will be avoided. All investors should have the right to chose any vehicle they like with the fair market place.

There are many securities that are highly volatile. People legally invest in penny stocks and crypto currency. Why were these ETFs singled out? They serve a real purpose. I have used them personally to address or hedge broad market positions and commodity positions. I think it is up to the investor and their advisors to select appropriate investments.
