I am very upset to learn of this proposal. Such ETF's give me a compact way to invest in a group of securities vs. individually, as PART of my portfolio, however I do BOTH, also buy individual securities. I'm very capable capable of understanding leveraged and inverse funds and their risks and do not need or want to have too pass some test to prove it that is so insulting and invasive!
Keep your hands off of what is not yours!
Investment risk is the responsibility of the investor and not the responsibility of FINRA. Regulation of inappropriate business practices is needed rather than mandates against individual investors.
Please leave are investment options well enough alone. Being allowed to trade freely with our own decisions is a freedom that American's enjoy. Forcing people to go to brokers will make them "broker" and add undo complications. Leave government control of an individual investors money out of the equation.

This is really not going to help individual retail investors. Lots of retail investors would be losing valuable hedging and speculating tools in terms of leveraged and inverse ETF's. Many of these investors may utilize cash accounts and have no other way to go short in the market without buying put options, which is another layer of approval. I have managed my investments for over 60 years. I have studied and invested in broad market, leveraged and inverse ETFs for the past 15 years. I use them to manage risk.
The restrictions proposed would reduce the liquidity in these ETFs and render them dangerous to use. Any regulation of these securities should strive to improve openness and knowledge of the products, promote open and liquid
I do not need regulators telling me how to invest my funds nor take a test to prove to them I know what I am doing.
This is America, I earned it, I control it and I invest it the way I see fit.
We are not in Russia. Do not regulate us to death.
