I use leveraged funds to give a little spark to my otherwise strictly dividend portfolio. Always less than 5% of portfolio value. I also use them for short periods to enhance returns on a sector that is in current demand. They are always used in small proportion and for short periods of time.

The government should NOT place any restrictions on the choices of individual investors as incorporating leveraged investments into my plan is my choice and I am under no obligation to do so. I appose any restrictions on my ability to choose an investment. As an investor it should be my choice to take the level of risk that I am comfortable with and my responsibility to educate myself about those risks. Limiting my choices as an investor limits my potential gains.
The rule makes no sense. You dont need to be a market professional to understand risk that goes with these products.
