Hedge funds must be hold accountable for shorting companies out of business. There should be fair limit of share available for short and time of in which a stock can be shorted. Naked and synthetic shares should be illegal.
We need more transparency in the market. Shorts need to reveal their shorts position, the FTD (failure to deliver) and naked shorts are making the market a place where it feel the system is ridge in favor of the 1% and against the retail investor.
Short reporting needs to be real-time, or End Of Day. The ability to Naked Short should not be allowed at any point. The people or entities shorting companies into bankruptcy should be prosecuted for doing so when illegal processes are used.

If naked shorting is illegal why allow loop holes around it? All short interest positions should definitely be reported. I’m a proud Retail investor in Inovio Pharmaceuticals... a company saving lives for Cancer and Covid that’s been in the top 25 shorted companies list far too long. The problems are numerous first of all the dark pools account for 60% of transactions that way price doesn't go up when people buy. Also short positions never have to cover because they hide them in deep in the money options and just kick the can down the road. You can see examples with stocks fail to deliver and being on the threshold list - it matters not they never cover and get away with
Please require all institutions and bonafide market makers to report their short positions who are subject to 13(f). Real time reporting of short positions would be beneficial as well. SSR rule needs to also account for naked shares. There have been multiple cases of $gme and $amc being shorted on red candles instead of being shorted on green candles when SSR is active.
