It seems there are a lot of rules and guidelines already in place to ensure a fair stock market for the hedge funds and retail investors. But none of these seem to be enforced, so what the point? Naked shorting is an extremely damaging practice that shouldn't be utilized in the markets. With it's widespread use, a stock is not sure to be valued correctly. As a result companies that may be beneficial are forced to shut down, lowers investor's returns illegally and undermines people's faith in the market. Thank you for letting me know your consideration of leveraged ETF. I am testing an investment strategy using leveraged ETF. According to my extensive simulation, the strategy itself does not represent higher risk. But short term wise, it can fluctuate a lot. The reward is better than the market average. Therefore, the risk/ reward ratio is low.

I strongly oppose limiting investors ability to trade leveraged and inverse funds. These can be great tools of various usages like market timing and hedging.
These funds are probably riskier than their corresponding non-leveraged funds, but there are tons of real stocks that are much more risky than these funds, so why not put limitations on those stocks?
