Leveraged and inverse funds are at great help in handling stock market up and downturns. Exposing 15-20% of my portfolio to these ETFs helps me achieve my investment goals in longer run. I have been investing for 8 plus years and these leveraged and inverse ETFs have only helped in my financial growth and would prefer investing in them in future too.
While I understand the need for, and value of, some regulations to insure that unsophisticated investors do not utilize inverse or leveraged funds to their detriment, I do not believe those regulations should be unduly restrictive. You are limiting investor freedoms, although you may think you have good intentions, and you may be doing this on the eve of a bear market, which we haven't seen since 2008-9.
Who will this benefit? Hedge funds with a lot more political power than individual investors?
Making normal hedging in down markets less accessible to individual investors is not doing us a favor. We are stewards
This is totally unfair and discriminatory against people with lower net worth and totally favors the well off and rich investment firms. Another far reaching restrictive proposal geared to keep the 1 percent in control of the financial system and its ability to generate wealth.

I have been investing for 65 years and, at age 90, have not run out of funds. Small doses of leveraged and inverse funds help me deal with trends as I see them. I feel much more comfortable using inverse funds than shorting stocks.
I want to still invest in leveraged funds.
To whom it may concern,
I am extremely bothered by this proposal. As I am heavily invested in 401k I would like to be able to accumulate inverse funds in my Roth account to mitigate any risk of a market downturn. It is especially cynical if these inverse funds are available only to hedge funds. Please consider the voices of the retail investors as well.
