Investors should have freedom to choose the public investments that's comfortable to their risk appetite. Investors not regulators should be able to choose the public investments that are right for themselves and their family. Public investments should be available to all of the public, not just the privileged.
FINRA should issue advisories to potential investors, but not income or knowledge requirements that restrict investment.

These regulations, which are supposedly designed to help retail investors, are actually harmful and affect the ability of individuals to choose how to invest their money.
I believe that I - and not regulators with potential agendas should have the right to choose the public investments right for me -- and these shouldn't be restricted to just the privileged. I shouldn't need to go through any special process or testing before I can invest in public securities (such as leveraged and inverse funds) since I'm quite capable of understanding the risks
Emphasis should be on transparency, education, and understandable disclosures. limiting or restricting access takes away choices.
Comments: The notion of limiting my ability to trade leveraged ETF is horrifying. This is over-reach and Big Brother at its worst. It is not for you to decide my appetite for risk.
I don't believe there is any need to enhance current rules for "complex products" as I don't believe leveraged and inverse funds are complex. The information provided by brokerages are enough information.
