Leveraged ETF's provide a vehicle to trade momentum and volatility. Retail investors who don't have massive amounts of money like a hedge fund or other institutions would be at a disadvantage if required to pass a test or go through cooling off periods.

I use these inversed and leveraged funds to hedge my investments, I shouldn't have to go through any special process, like a test in order to invest in these public funds. I think investors should have the freedom to invest the money they earn without a lot of restrictions. I have been using leveraged funds and options for many years and they have helped increase my earnings and protected investments that I have made. I request no special rules be implemented regarding leveraged or inverse funds.

I've found when I'm forced to invest a certain way, the returns are less than satisfactory. Limiting people's choices and telling people how to invest is unamerican.
