This petition is being promoted by people who want to scam ordinary folks. The existing rules about unregistered security purchases are, if anything, too weak -- as evidenced by the proliferation of pump-and-dump cryptocurrency offerings and other scams.

I think its a dumb rule. People take out margin and risk owing the brokerage. Levered funds remove that risk
I wouldn't be investing if it wasn't for ETF's. They are great for day trading 10k dollars. I should be allowed to take a 3x risk in order to get a 3x reward. This regulation directly attacks the small retail investors and helps gigantic hedge funds. The stock market is for everyone. This is America!
We investors are demanding TOTAL freedom in our investing, with no babysitting from govt regulators.

Please do not impose unrealistic requirements to buy and hold leveraged ETFs. Increasing access to these funds increases depth and liquidity that helps even those who meet the high net worth requirements.
