(a) Definitions
For purposes of this Rule, the following terms shall be defined as provided.

A proof of competency will automatically segregate out those of a different background either due to the education system they were forced into by their location or if English isnt their first/native language. Investments should not be up to regulators but the individuals.

Now that the Government is developing its own crypto currency system they want to relate free market crypto..

There is no valid reason to restrict freedom of investment in this way. If the United States continues to restrict freedom then a more competitive system will replace it. If these investment products are available to wealthy Americans then they are good enough for every American.
It is not the job of FINRA to determine what investments are "proper and allowable" for individuals - that is OUR choice! I use inverse funds to mitigate potential losses from our equity investments - so we can build an equity portfolio but limit potential losses during market swoons by balancing some of the equity positions with inverse funds without having to adjust our equity
I oppose FINRA's proposed rule #22-08. My ability to invest the finances of my family should not be left up to the discretion of government or regulators. The ability to invest in public securities should not be withheld from the general public not should we be required to pass a test to invest our own finances. We take a known, and sometimes unknown, risk when we invest our finances
