We, not regulators should be able to choose what we invest in. No special process such as an exam should be required. We understand and trade at our own risk. No test can change that. Leveraged & inverse funds are needed in my portfolio. They require less cash and are not subject to earnings volatility or principle changes.
before my broker would allow me to trade leveraged ETF's, I had to take a class and sign a risk disclosure form. this is more than sufficient to let me know about the risks associated with these types of investments. I should have the choice of what type of investments I own, not a government bureaucrat.
Leveraged and inverse funds are relatively high risk to investors, but most investors are capable of understanding the risks and invest the funds properly.
For equality, people who are affordable to take the risks should be allowed to trade these funds. Therefore, the entry barrier of leveraged and inverse funds should not be too high, say $50,000.

Comments:It is my considered opinion that leveraged and inverse etfs are fine. There are many trading and investment vehicles that I do not fully understand and therefore avoid. I do not believe that because I don't understand them that they should be eliminated ! I you want to protect the great unwashed I think you could start with online gambling.
ALL investments in the stock market are a GAMBLE. What is the gain?? In truth, all an investor can gain over the long run is an average dividend. Since all investing is a gamble, why target JUST leveraged stocks and funds?? If you want to stop gambling, just close ALL market trading.
