Do not over regulate public investments that is up to the individual. This is not a game for the rich your wiping out the average persons wealth by over regulation.
Leveraged securities are not a adverse risk to the investor.

I am invested long term in a leveraged etf for almost a decade, and really dont see a problem I have read the prospectus carefully, understood the risks and rewards and decided to buy and hold!
