Leveraged ETFs are an extremely important part of my investment strategy. I am familiar with the risks, and the discontinuation of my access to these instruments would adversely affect my portfolio to a great degree.
Focus first on better disclosures for mutual funds and make a simplified prospectus. And make investors read something about leveraged funds that explains risks, but don't over regulate it pls
