These ETFs provides a comprehensible way for small accounts to invest or hedge certain sections effectively. The underlying risk needs to be made known rather than prohibited small accounts to use these ETFs.
I Strongly you oppose restrictions for Leveraged funds, Investors who are putting money n these funds are educated enough to know their risk, already a disclaimer is provided, my opinion is No Need of additional restrictions.
I should be able to choose to invest in leveraged funds without regulations or restrictions. The risks are plainly stated and easy to understand - it does not require special education or training to be able to understand and use these funds.
I have been actively trading for for 40 years. I have experience in trading comodity futures as well as stock options. I am fully aware of and accept the risks involved in leveraged and inverse funds.
These funds are a very logical option for retail investors to balance risk and even capitalize on volatility in market cycles like March 2020 and in flight at present. These should not be restricted in terms of retail access.

I agree with the limitations being proposed. Retail investors are not generally suitable for these products. If an investor is suitable they can pass a simple test to acknowledge their understanding of the risks similar to options or futures enabled accounts.
I do not want a regulator to mandate rules to prevent me from investing TQQQ, SQQQ or other leveraged funds. I am fully capable to decide how much I desire to put at risk.
