Here's the deal. Been using these on occasion for years. Never needed any special training, education, or program for use. A simple warning of increased risk should be enough for anyone who can read.
I believe public investments tools should be available to all of the public, The fund company follows SEC regulation to offer the prospectus of the fund to investors and investors evaluates own risk tolerance to make decision.

Please do NOT limit investor access to leveraged and inverse funds. They are a very important part of my trading and investment portfolio, and provide a very efficient way to actually reduce risk in volatile markets.
It is not okay to limit investors' option to invest. Killing market liquidity has never been a good move. I need inverse and leverage funds to hedge my portfolio risk in a low cost way.

This proposal is unconstitutional and can only be decided by individual states. Additionally you can simply warn people about the risks but not make it more difficult to invest or trade in certain funds as that is an undue burden.
