I have been investing in leveraged funds for more than a decade. I understand the risk that why I invest in this fund only 1/3 of the money and I keep the rest in my savings account. If the Nasdaq goes down, I limit my loss to 33%.
I'm a responsible investor, taking calculated risk. Additionally, the primary reason for levered funds is an insurance policy against my existing portfolio of assets. It has a place in my portfolio and I think FINRA and the Govt should stay out of it.
I know the risks of leveraged and inverse funds. I use them to enhance my portfolio. I'm an educate person, and do not need someone telling me what I can or can't do with my investments. I don't need to take a test.
Please dont limit the use of leveraged funds within retirement accounts. The ability to choose funds and stocks allowing for Financial freedom is a cornerstone to American principles. I ask that you allow people to choose their own level of acceptable risk.
I, NOT regulators, must retain the right to purchase/sell any and all public investments like ProShares. Public investments are and should remain available to everyone, not the privileged few. I consider leveraged and inverse funds important to an investment strategy and the associated risks.
NO REGUATION ON LEVERAGE TRADING. BY TRADING IN COVERED CALLS IT HEDGES & PROTECTS THE DOWNSIDE RISK. IT IS VERY VERY IMPORTANT TO MAINTAIN THIS STRATERGY. IT ALSO PRODUCES THE INCOME AS I NEED CASH TO LIVE ON SINCE I AM RETIRED AND THERE IS NO OTHER INCOME EXCEPT SS.
Please reconsider this action. There are enough safeguards and warnings in place currently. The issuers are really good about letting the buyer know how these work, and risks involved. They are an important part of my trading strategy.

I believe us as investors should have the freedom to choose the investments that fit our objectives and risk appetite. No special requirements should be implemented in order to do this. I see leveraged and inverse ETFs as an alternative to stock derivatives in my portfolio.
You shouldn't have to go through any special process like passing a test before you can invest in public securities.
I am capable of understanding my investments and their risks. I do not need these measures imposed on me.
I do not approve of possible measures to bar individuals from investing in leveraged or inverse security. Grown adults have the obligation to understand the risk involved in financial transactions and should not be prevented from entering voluntarily into contracts by a paternalistic government.
