I shouldn't have to go through any special process like passing a test before you can invest in public securities, like leveraged and inverse funds. I am capable of understanding leveraged and inverse funds and their risks. I do not need these measures imposed on you.
I use leveraged ETF's to meet my stock market % goal, while tying up less of my capital. I can therefore generate greater income by having more capital for income oriented investments. I understand the risks and use them appropriately.
After taxes, the balance is MY money. It is MY decision what to do with it and NO ONE ELSEs.

Customers should be able to choose what is right for their investment strategy. Making changes would cause many to need to do leveraged complicated futures trading to accomplish the same goal and causing great financial risks compared to a simple leveraged fund.
Individuals, not regulators, should decide what investments are appropriate. Any investment is a risk, and there are many investments that some people would not approve of, but that does not mean they should be banned. Leveraged and inverse investments are important alternative for many people. I oppose restrictions on these investments.
I object to limitations on my investments. In a free society I have the right to invest my assets in the vehicles of my choosing. I understand risk and reward and should be free to try tocreate a better future for myself and my family. Restrictions on this ability are un-American if not unconstitutional.
What are the proposed requirements? I cant take a position until I see them.
I dont have a problem owning leveraged products in small portions of my portfolio. I think margin represents as much or more risk.

I understand that government is trying to protect public from getting into ruinous investments, however currently existing mechanisms for risk management between brokers and investors are working well. I don't think that the regulators should limit what public investments I am making.
We not regulators should be able to choose the public
investments that are right for us and public investments should be available to all of the public not just the privileged.

need these measures imposed on me when I use them to help with investments or seek enhanced returns
on a very limited part of my overall portfolio.
