There should be no more requirements on purchasing leveraged stocks than any other stock. All stocks have an inherent risk associated with ownership and the possibility of loosing money. Leveraged securities should have no more requirements to ownership than any other security.
I've been investing in different leveraged instruments in my country during 35 years. I understand the risks and benefits this activity can produce. I decide freely when buy/sell taking profit with no interactions with nobody. I developed my own model to do this.
I oppose limitation on my investments. I have been investing over 30 years and I know risk that are involved. Co-shares 313-1 inverse have been a good hedge on my portfolio and my security. I want the current freedom to invest of my choosing.

Comments: Leverage erf is an effective tool to help investors to achieve their leverage adjustment at different levels. When properly use it, the risk is smaller than directly use margin. I hope it will still be available as an option for my portfolio diversity.

Comments: i understand that leveraged products are for short term trading and have increased volatility. If used correctly within a portfolio they can actually reduce risk. Limiting access to these products would damage my ability to create a well doversified portfolio
After taxes, the balance is MY money. It is MY decision what to do with it and NO ONE ELSEs.

I use leveraged ETF's to meet my stock market % goal, while tying up less of my capital. I can therefore generate greater income by having more capital for income oriented investments. I understand the risks and use them appropriately.
I am a seasoned investor of over 50 years. I understand leveraged and inverse funds and their risks. And I do not
need these measures imposed on me when I use them to help with investments or seek enhanced returns
on a very limited part of my overall portfolio.
