Equal access to leveraged and inverse ETFs should be protected. Anyone with the knowledge, strategy, conviction, risk appetite etc who wants to buy these securities should be able to. Please do not take away this right. It only requires conviction and thought. It shouldnt be a special restricted thing.
As a retail investor, I do meticulous research on the financial health of companies I invest in, and do quite a bit of work to justify adopting a particular strategy or level of financial risk. Closing off inflows of retail investment dollars damages me, and my investments, regardless of the intent of the rule
STOP TRYING TO PROTECT INVESTORS BY PASSING RESTRICTIONS LIKE THIS. Most investors dont even know what leveraged/inverse ETFs are; those of us who do, are sophisticated enough to understand the risks involved and we dont need any more protection that limits the free market.
I am opposed to any excess regulation of how adults choose to spend or invest their hard earned money. Big boys and girls understand the risks to investing without nanny state intervention. This proposed regulation is not needed. Please drop it from further consideration. Thank you.
I should be free to invest where I see fit. I know the potential risks - and rewards - of leveraged and inverse funds and incorporate them into my portfolio to hedge against losses and seek better returns. Imposing restrictions, like testing, restricts the ability to invest in such funds to the privileged and well-connected.
Investors need financial freedom to invest in inverse and leveraged ETFs. FINRA needs to respect the publics freedom of risk appetite and not subject the members of the public who are experienced and educated individuals to extensive regulation that can harm our long run returns and financial well being
I am your average retail investor, who uses leveraged products as part of my strategy. I understand the risks of these funds, and the inherent drawbacks.
Please do not artificially limit access to these funds so that they are only widely available to institutions and hedge funds, and inaccessible to the average american.
This rule is a bad rule because it takes away another freedom and choice for us.
I want to be able to choose my investments!
I shouldnt have to go through paperwork and regulations!

I have invested in plenty of your so-called complex instruments with a small account and have yet to blow any of them up. Infact I regularly use them as a way to hedge and short markets instead of taking the risk of actually shorting and being open to a theoretical infinite loss.
Leveraged and inverse funds should be allowed as public investments, without the need for special training or high-net worth accreditation. I use them as a hedging strategy to reduce risk and exposure to market volatility. My investments would have increased chance of loss if these funds were not available.
