I believe that I should be able to choose the public investments that are right for me and my family. Public investments should be available to all of the public, not just privileged individuals and families.
I understand leveraged funds and the risks. I see no need for tests before being able to invest in these funds, nor more measures to impede my options to invest.

While I am sure the intent of this proposal is to protect retail investors, things like quizzes on investment knowledge are ridiculous. The definition of complex products is complex. Do target date funds in everyones 401k meet that criteria? I think FINRA needs to take a step back. Retail investors should have access to all the products they need including hedged products, inverse and levered
