Dear sir, I do have enough capital and knowing the risk to invest for my retirement, I only use small portion of my capital to invest in those leveraged and inverse funds and trying to enhance my return on my investment! Please never put any restrictions on my right to invest in those leveraged and inverse funds! Thank you!

Dear friends at FINRA. I've put up with some of your absolutely ridiculous decisions over the years. As a retired Investment Advisor with Merrill Lynch and Wells Fargo, I say, as long as the investment makeup and risks are clearly stated, then its buyer beware. Leveraged and inverse funds present a great opportunity for intelligent investors. All others, stay away. And FINRA, stay away.

A move to block the public from investing in leveraged and inverse investments comes across as yet another disturbing example of moves to give the financial elite greater opportunities than the average person. Rather than making the excuse that you are trying to protect the public from themselves, it gives the financial elite who would continue to have access to these sorts of investments

Ive been waiting for volatility to come in order to purchase more positions of CEFs at discounts, when without warning a handful suddenly were blocked. Merrill Lynch wont provide me a solution to DCA my holdings and now I am stuck. This is retirement income and my investing ability is being handcuffed. Outrageous! If they are on public exchange give people their freedom please.
I need these inverse ETFs to properly run my personal portfollio. If these funds go away, the only way I can manage my retirement accounts is to buy put options that expire and carry a lot more risk than just a simple inverse ETF. I also like having the leverage. It allows me to add only a fraction of the risk associated with options with better results.
I am a retired investor. I use these leveraged funds occasionally to lower my risk profile. I use them not to "make money" but as an effort to dampen volatility. I was heavily invested in these funds in 2008 financial crisis and they saved my portfolio from real economic damage. These funds are not complicated and any investor should be able to easily understand how they work.
I have been investing for the last 45 years. My father and grandfather and many family members invest on their own. We all have done well. None of us were rich to begin with, but OUR OWN PERSONAL CHOICES AND DECISIONS have sure helped us to achieve a retirement we are happy with. I DO NOT SUPPORT RESTRICTIONS ON HOW I OR ANYONE ELSE CHOOSES TO INVEST.
