I OPPOSE limitations on the investment. It is my right to buy leveraged and inverse funds like UltraPro and UltraPro Short funds. Public investments should be available to all of the public, not just the privileged. I understand leveraged and inverse funds and their risks. I use them to protect my investment and they are very important tools in my investment strategy.
I don't want my rights taken away, to invest in products that I feel may give me the ability to hedge positions. I don't need the extra oversight. I understand the risks and can manage my own decisions. Please do not take my ability to make decisions on my own away from me.

I am capable of understanding the investments considered and their risks.
I should be able to choose my own investments without an added burden of the new rules you are considering. My broker already has my investment background and experience, so no federal survey is needed. A test is an especially onerous requirement. It is already clear when purchasing a leveraged or inverse fund what the risks are.
Ive been investing for almost a decade. I understand the risk of using leveraged and inverse ETFs. I am making the choice to trade them with the understanding that I can lose a lot of capital but I should be allowed to make my own decision. Cigarettes and alcohol are far riskier than trading stocks, but theyre still bought and sold.
Please do not restrict individual investors from using leveraged ETF's. These are useful short-term trading tools and are a small part of my investment account. We have already accepted the risks from our brokerage notification. This avoids using even riskier options or futures to get a higher return to fight inflation.
Please do not restrict investor access to complex and leveraged products. Yes, there ought to be disclosures of risks and transparency around fund mechanisms. In other words: informed consent. But barring access is undemocratic and wrong. Many leveraged funds are useful tools for investors who lack the requisite capital to use futures to achieve leverage.

I have a long time horizon and fully understand the risks involved in these products but they also provide me substantial return enhancement at relatively low cost. This is especially important in a projected long term investment environment when expected stock returns will be muted compared to history. Do not take this opportunity set away from investors!!
