I feel it is very important for retail investors to have the same types of ability to buy inverse and leveraged stocks that corporate investors have access to. Denying access to this type of investing would deny retail investors more equal ability to take advantage of bear markets.

I completely understand levered ETFs, and would only suggest you limit inverse ETFs. Looking at levered ETFs such as the S&P and others show a historic long bull that average investors like me cannot achieve unless I park my money in here.
This is just another ploy to keep wealth in the hands of the elite and prevent the middle and lower class from obtaining passive income and/or improve their social standing.
