Financial Intelligence Fusion Center (FIFC)

FINRA’s Financial Intelligence Fusion Center (FIFC) is a secure portal where member firms can receive timely, actionable cybersecurity and fraud threat intelligence to further protect their customers and their business.

FIFC Purpose and Mission

As a self-regulatory organization, FINRA is uniquely positioned to work with its member firms to better protect investors and mitigate risk to the securities industry.

FIFC is an interactive hub that enables bi-directional intelligence sharing, providing timely awareness of new and novel risks that threaten investors, firms and markets.

The intelligence shares how to identify and mitigate rapidly evolving cybersecurity and fraud threats, which present significant and persistent risks to investors and the financial industry.

As part of FINRA Forward, the FIFC furthers FINRA's continued commitment to support our member firm’s efforts to combat cybersecurity and fraud threats.

Strategic Focus

  • Share comprehensive threat intelligence insights curated for the broker-dealer community through the FIFC secure portal with participating member firms.
  • Intelligence is sourced from both internal and external sources to enhance the industry's collective defense.
  • Facilitate discreet information sharing about emerging threats. Sharing is done without attribution to ensure privacy and anonymity for firms.

Accessing FIFC

The FIFC is available to FINRA member firms and their affiliates. Access is granted by your firm's Super Account Administrators (SAA) entitling users through FINRA Gateway. Platform Functionality

How will information sharing work?

Member firms can submit intelligence via the FIFC portal. That information will be analyzed internally by a dedicated team of FIFC analysts and where appropriate, used to develop intelligence products and potential threat notifications disseminated to participating firms. No raw information or submitter attributes will be shared as a result of a firm submission.

Will I be able to search for information proactively?

Yes, the portal includes search capabilities allowing firms to proactively search for relevant published intelligence by topic and type.

Will there be a notification system?

Yes, the portal includes a notification system. Future enhancements are planned to allow firms to:

  • Subscribe to specific topics of interest
  • Receive alerts about specific topics and targeted notifications
  • Opt in/out of different types of notifications

Submission Process

How detailed do submissions need to be?

The FIFC has a streamlined submission process. While there are no requirements regarding the specificity or level of detail provided, more comprehensive information enables the FIFC team to develop more effective materials and guidance for the industry to help mitigate cybersecurity and fraud threats.

Regulatory Considerations

How does the FIFC relate to other regulatory obligations?

FIFC is a voluntary information sharing hub. Any information shared by member firms through the FIFC portal does not relieve firms of any existing obligations under federal securities laws, regulations or FINRA rules, including regulatory filing or reporting obligations. Member firms with questions about filing or reporting requirements should contact their Risk Monitoring team.

Privacy and Security

How will confidentiality be maintained?

Information shared by a member firm via the FIFC portal will not be made public. FIFC-published analyses and alerts will not be attributable to specific member firms. FIFC is committed to maintaining confidentiality.

Will there be an option for anonymous submissions?

Based on feedback, the FIFC is considering implementing an anonymous submission option to build trust and encourage sharing. At present, any information included in FIFC intelligence products or alerts will be anonymized and not attributable to individual firm’s submissions.

Planned Enhancements

What enhancements are being considered based on feedback?

FIFC is considering several enhancements and will continue collaborating with member firms to enhance the portal. Some of the suggested enhancements include:

  • API integration with workflow tools
  • Increased alert and notification customization capabilities
