Why is it that regulators want to take so much time taking away the ability for the average person to actually use a product that can let them risk and succeed toward more financial freedom and security. Products such as leveraged ETF's and Futures are complex but the individuals that invest know the risks and should have the same RIGHT to invest as any other fat cat on wall street that institution bankers and regulators will gladly bail out instead giving us all equal and fair ability.

I - not regulators should be able to choose the public investments that are right for me and my family. Public investments should be available to all of the public, not just the privileged. We shouldn't have to go through any special process like passing a test before we can invest in public securities, including cryptocurrency funds such as BITO. Explain that We are capable of understanding cryptocurrency funds such as BITO and their risks. We do not need these measures imposed on us.

While it is a worthy objective to protect prospective investors from difficult to perceive or understand risks of investments having greater than usual complexity, the history of regulations limiting certain investment categories to investors of higher net worth or sophistication has largely served to deny the broader population access to higher potential returns that the favored might enjoy. Liberalizations such as Regulation Crowdfunding have proved a great success at broadening access to opportunities. New regulations going in the other direction seem like an inadvisable move backwards.

To whom it may concern, The know your customer rule, regulation BI and and the pending IRA rollover rules are sufficient to regulate investment options, advice and documentation regarding investment options, recommendations and relationships between advisors and clients. Putting further restrictions and limitations on clients access to investment products will disproportionately and negatively impact smaller/average investors as compliance costs and time spent per transaction increase, these investors will have access to fewer advisor options.
