John Watson Comment On Regulatory Notice 22-08

Inverse and leveraged securities are critical to an investor's ability to hedge portfolios and/or have an opportunity to make money in down or volatile markets, such as the one we are in right now. Without these ETFs, the only options we have for hedging are buying puts or short selling, which is infinitely more dangerous to the retail trader than owning an inverse/leveraged fund. By taking away my right to use these securities, you are limiting my investing options to long positions only, and removing my ability to protect any profits earned from those positions.

To whom it may concern I respectfully disagree with any legislation that restricts either the access or the outright ability for me to invest in leveraged and inverse funds. I do my research and I understand the risks. I understand how to invest in these as part of a larger strategy. Please do not remove the rights of people like myself who independently do the work and choose to invest in these types of securities.

I am a small investor who needs the opportunity to prevent losses due to changes in the stock market. Taking away ability to protect my assets will severely impact my ablity to support myself and my family. Public investments, such as the ones FINRA is proposing to impose special requirements on, should be available to all Americans and not for just the privileged. The proposed changes to #S7-24-15 will limit my right to freely protect and enhance my overall portfolio. Please don't restrict the individual investor by imposing the restrictions there in.
