Enforce the margin calls on shorts that are way out of money. If someone has a short at $20 and the stock is at $70, they shouldn't be able to short more before they cover their previous loosing shorting positions. Also prohibit share borrowing from cash accounts, my shares are my own and I don't want to lend them out to shorts... That's like shooting myself in the foot.

While I support more immediate reporting requirements the issue is naked shorting as well as mislabeling the short as Long's, using the dark market to manipulate the pricing of stocks, Synthetic shares being created for price manipulation, and other shorting issues being used by market

FINRA is soliciting comment on a proposal to establish a new trade reporting requirement for transactions in over-the-counter options on securities with terms that are identical or substantially similar to listed options.
