Dear Finra, My name is Kevin, as a retail investor the only thing I personally request in behalf of all retail traders is a fair market. Meaning no manipulation of stocks, naked short selling of stocks that are not even of existence. I have come to realize that none of these illegal practices are being taken in to consideration as far as correction. Hedge funds have been doing this for years and
I urge you NOT to restrict ordinary investors from trading leveraged and inverse ETFs for the following reasons:
1. Inverse and inverse leveraged ETFs are often the only vehicles available to ordinary investors to hedge their cash and retirement accounts in a down market, or even to profit from down markets. Wealthy investors have many means to do this. Taking these products away from ordinary
I recently joined the stock market. But I see there’s a lot of corruption with short sellers. I hope this can be straightened out so we have a fair market to do trading. Several of my friends are thinking about quitting trading all together if it doesn’t begin to be fair
End Naked Short selling. The market manipulation behind stocks such as $AMC and $GME is so blatant at this point, that the entire world is watching. It is embarrassing as an American citizen to see nothing being done about this. Especially after the 2008 market crash. We have to put an end to this.

I like to invest in leveraged ETFs. Im quite aware of the risks and potential long and short term fluctuations. And my desire to speculate with my money ought to be my choice.
Individual investors ought to be able to invest in any ETFs. Theyre much safer than some horrendous penny stocks.
I am against the passage of Proposed Rule #S7-24-15. I have found leveraged and inverse ETF's easy to understand and trade. The risk involved in high beta stocks can be higher. I prefer to trade long in lieu of short selling and puts. Inverse EFT's are my vehicle for being long but bearish.

As an European investor I'm seriously concerned about the undeniable illegal practices surrounding the US stock market and the lack of transparency. Any and all data regarding short sales should be publicly available for everyone in real time to create a truly fair and free market for retail investors.
